I Have a spare Account (actually 3 but only want to lose 1) and I know its against the rules to sell them in game so i decided to be nice and let people show off there skills and win the prize of the account. I would have the contest of the best solo build thats new and is no where on forums or any site. Gaile? A-net? anyone? Is it allowed?

No, we don't allow it here. It's against the EULA to trade an account, regardless if it's being sold or not.

one difference that may be possibly major - the person running the "pantheon of the gods contest" is putting an UNUSED cd-key up for prize, you are talking about already formed accounts attached to your email addresses with your passwords and you know the original cd-keys.

If the key is unused <never been entered and used for an account> then it's simply a gift.
If the account has already been activated and THEN transferred...that's against the EULA.
I could go to guildwars.com right now and purchase 1500 game keys from them and start giving them away...nothing wrong with that at all.
It's really not that hard to understand.
I can't purchase an individual copy of Microsoft XP Professional, install it and then legally give the CD away for someone else to install on their PC.
