This is my SS build in a nutshell:
Enfeebling Touch
Defile Enchantments
Desecrate Enchantments
Empathy
Spinal Shivers/Lightbringer's Gaze/Insidious Parasite/Blood Ritual/Open Slot

PvE and PvP intensive
For PvE-
PvE follows a fairly monotonous tone.Echo + SS to start, and use Enfeebling Touch and Empathy on any nearby melee enemies hammering on monks. Use Desecrate/Defile Enchantments on grouped foes. Use Shivers on any Enemy Casters + a Cold Damage Weapon of your choice to interrupt their skills(I use the Villnar Green Set). Obviously I may not have thought about every case in PvE, so use your discretion.
For PvP(RA, ABs, Aspenwood and the like.)-
Only use Echo if you're sure you'll be able to hit two enemies with it before they start hitting you. The disadvantage of being a necro is that a Melee character can take you down fast if you're constantly casting SS. Be smart about it's use.
To Kill a Warrior:
If you see a lone warrior come at you don't panic. This built makes it easy to shut down and kill a lone warrior. 9 times out of 10 the warrior will underestimate you. As he charges forward hit him with an SS, if he is still a good distance from you then use empathy followed by enfeebling touch. If he's closing fast, use enfeebling touch first, then empathy. After that, use Insidious if he persists and you have a dead Warrior in no time.
To kill an Assassin:
Unfortunately, a good assassin is one of this build's biggest weaknesses. Since the Necromancer has a slow cast rate generally, it's difficult to get all of your hexes on them before they start disemboweling you. Against these, hope and pray. As he charges forward I'd use Insidious, followed by Enfeebling Touch. I say to use insidious first because chances are, hes going to get in some licks beforehand and many sins equip knockdowns that interrupt your next skill if it doesn't cast fast. This leaves you vunderable for a time, and Insidious will help pad your health whilst they attempt gut you. After that, cast your most devastating hexes on him. With a healer this can be easily done, without one it's iffy so be warned.
Mesmers:
These guys are your biggest enemy. They can hurt you much more than sins can because they can disable you all together. Keep within the cover of teammates when dealing with this profession. 9/10, the Mesmer will be able to take you down 1v1.
Touch Rangers:
Yet another annoyance especially prevalent in Alliance Battles. Since you lack self heals try not to let them catch you alone. Seek safety in numbers, even if the numbers are only 3 others besides yourself.
Against all other professions, use your discretion. If the enemy uses enchantments, then obviously defile/desecrate is the way to go. If he's attacking blindly, or spamming skills, hit him with an SS.
Alliance Battle NPCs:
This Spiteful spirit build is designed to devastate groups, and most NPC groups are no exception. Use what I call an "SS bomb" on NPC groups. Start out with the enemy NPCs outside your aggro range and use Arcane Echo. Then choose your target and cast SS on them. Notice that your Necro stays out of their range and is able to cast SS on the enemy without aggroing them quite yet. As soon as the first SS hits them, the enemies are in full aggro. Then hit another NPC with SS. Strafe or "Kite" to dodge enemy fire especially in the case of a Ranger group.
BE SMART:
Air ele NPC groups hurt, don't take them on alone. If you can get a Teammate to tank for you, then you can typically take them down no problem. Also, if you go against a Warrior NPC group then be smart. Attempt to aggro them one at a time. 3 Warriors will overwhelm you, 2 is iffy, 1 and you got them.
In Summary: This build is excellent, but like many builds in Guildwars, it's hardly a Solo kick-ass build. This build is designed to punish your enemies for grouping or spamming skills/attacks, While protecting yourself from melee enemies by use of the weakness condition. I realize I don't have Blood Ritual required in this Build, a good monk won't need it, but if they insist then every now and then I oblige them.
