Is it just me or does it seem like skill recharge times take longer to recharge then what they should actually be?

Example Barrage should be 1 sec recharge but it actually takes mine like 3 sec to recharge...

has anyone else noticed this or haveing this problem

ok take a watch and time it then cause im pretty sure that all of my skills are fine

I did so it must be my computer/game i'll have to clean up the junk on it to see if that fixes my problem thx for your input

My skill recharges seem to be as they should be, might just be a glitch with your game or something.
