Not sure how viable it is to build FotM builds into the AI system, but it would definitely make PvE more challenging.
Examples could be a group of IWAY Charr or a group of Touch Ranger Skeletons. Even more interesting would be groups of mobs that contain Ganking Assassins that would target healers in a PvE group. Even Diversion spamming mesmers would be pretty cool.
I've seen it done in the Zaishen challenge, so figure it might be portable to the rest of the game. Just not sure how much server load this would add considering the number of games going on at once.
Just as it is, the AI's getting a bit stale.

I think the most difficult group in the zaishen challenge is the hex group which is pretty balanced as far as professions so I dont think fotm builds would be anymore challenging. They just need to change up the skills a bit more. In nightfall it seems every profession uses the same skills except for the elite.

I do agree that the monsters are a bit easy to beat. But that's why they're mainly in mobs so they're more difficult.

One of the major differences between PvP and PvE, aside from the obvious one, is that in PvE, you know what you're up against. As hard as it is to comprehend for many PvPers, most of the people playing PvE do so because it's predictable and therefore enjoyable through simplicity. It's a nice break from otherwise hectic and stressful lives.

I like that about the relaxing and simple part.
I don't PvP because I don't have the competetive edge, and knowledge/time to keep up with builds of the (given time period), working on the knowledge part though..
Also, the builds exist, because the hero's of the realm train hard and long to be the best, the char and most other mobs just kinda mill around a campfire picking the lint between their toes and flicking it at eachother. Some even just sit underground and..sit there...
Maybe add a easy, hard, impossible difficulty that the party leader chooses before forming the party, since it more like a console in that PvE that gears you up for PvP.
Make easy level, what it is now, and the hardcore don't reap any rewards such as more drops.
