Which Unwaking waters outpost do you have to go to to get this mission. Is it eLuxon one or Kurzick one?

Both/either.

When you finish Eternal Grove, you get the quest "Into the Whirlpool" in Vasburg Armory, which takes you to Unwaking Waters.

If you did Luxon side, you end up in Leviathan Pits after Gyala Hatchery, get the quest to take you to Unwaking Waters (Luxon side).
