Over here in the US, the 3.4 GHz Pentium D is about the same price as Intel's newer and far superior line of processors, the Core 2 Duo E4300 or E6300. I see no reason to pick an older, slower, and less energy-efficient processor if the price difference is negligible.

1 GB is the minimum for a new gaming machine; 2 GB would be ideal if budget allows. The 7600GT is a good graphics card to get since it offers quite a bit of performance for your money. When the DX10 video cards drop in price (and when the games come out), you can upgrade without wasting too much money on a DX9 card.
