Hi, my brother is at college and after his lap top died he has some friends that offered to build a computer for him given that he got the parts. He asked me to find some for him. He has a 700 dollar budget, and i came up with this:

Don't get an open-box motherboard. If possible, go for something better (unfortunately more expensive):

Get a DVD burner instead; they're only $10 more.
If you're gonna get a separate PSU, you might as well buy a case without a PSU since they cost less.
Also consider switching to AMD instead. You can save $40-60 on the processor, which could be spent on a higher quality motherboard, among other things.

Bleh, stick with E6300 you wanted originally. That thing is a super overclocker, even with its stock cooler.
The motherboard eggroll suggested is nice. Kinda limited in terms of the memory you can use, but it's not hard to find 240-pin DDR2 800 at 1.8v these days.
As for the video card, I think there's no question but that in the sub-$100 price range, ATI offers greater bang for the buck. This little baby is a super bargain, imho:
