Crafters - where can I find one? I've search each of the towns with the ALT-key I'm not seeing any?

Outfiters - same, where are they?

not sure what you mean. what outposts? they are really quite easy to find.

Not every town has all NPC's, generally bigger ones do. Some NPCs are out in explorable areas as well, particularly materials and collectors. Use guildwiki to find what you want, they should all be listed.

Where are you at, which game, which area?

I still can't find the Armor Crafter "Banoit" in Ascalon City! Does he only show up after a specific mission/quest?

have you left pre-searing yet? the place where you start your character, happy green place with pretty surroundings. that might be the problem.
once you leave the starting place all these npc's will be rather common ^^
