I must be a little slow on this, because I only just remembered about these skills.
Now, if I have my GW history right, the skills Illusionary Weaponry and Hundred Blades were used to great effect in the beta version of the game. As such, Arena.Net decided to make Hundred Blades an elite skill so that the two would not be able to be used together.
Now with the release of Nightfall and more to the point, the Dirvish class and their weapon the Scythe, you can strike up to 3 foes in front of you with all attacks.
According to Guild Wiki you can use Illusionary Weaponry on a Scythe to hit up to 3 targets in front of you.
This raises a question: What happened to the reasoning behind making HB elite? Does the Scythe attack effect and it's relation to IW show that they no longer care about that? Do they finally see that it has limited effect in PvP?
It almost bugs me because HB feels so underpowered. It might as well be unlinked (like quite a few other skills). So, am I just tweaking over nothing or has something been overlooked here?
Something I noticed, need an opinion

Are scythes really limited to hitting up to 3 targets? I understand that they have to be in striking movement of the scythe, but never realized that it was limited to 3 foes. Im at work right now, but I believe I have some ss's of me hitting alot of big numbers. It might just be me hitting with chilling victory or something.
As for the scythe hitting slowly, im sure you guys realize there is Heart of Fury, which is an attack speed buff that helps you slaughter foes left and right.
Also, I believe that Hundred Blades hits up to 3 targets twice, so that's a total of 6 hits. I think that's why it's an elite. HB gives a single foe hitting weapon a good buff.

Actually hundred blades hits target foe and adjacent foes twice, its a matter of how many foes you can get crammed together. I havent seen more than 10-12 numbers pop up tho, even when using on a big gang of trolls.
cyclone axe is much better , hitting all foes adjacent to YOURSELF rather than foes adjacent to a foe.
hundred blades is a very weak elite.

One of the only nice things I've found about Hundred Blades is that with a very large mob in front of you, you could just about instantly fill up any adrenaline based skill. But, you could do that a lot more reliably with Dragon Slash now.
And yes, HB does hit twice, but it also has an 8 second recharge. Even with how slow the Scythe attack speed is (roughly equivalent to a Hammer) it hits multiple foes every time. And even Cyclone Axe recharges in 4 seconds, making that a better alternative.
So, what exactly is the problem here? It seems to me that HB was gimped because of a direct relation to IW, but there's much better options both skill and weapon wise that achieve the same effect, and in both cases are quite a bit better.
Hey, this game is all about tweaking. This is a tweaker's wet dream if you ask me.
