Is the wiki entry wrong on Hahan's Oath?

It say HSR 20% +5energy^50 HCT 20% +30hp

It should be HSR 20% +5energy^always HCT 20% +30hp

Otherwise if it really is what is says it is then it is a inferior staff and shouldn't be worth much.

Technically you can get both stats with an inscribable staff but I don't see swords being made inferior with say 14-21 damage. Doesn't make sense.

Nope, the wiki's correct. The E +5^50 is an inscription, the HCT 20% is a staff head.
