Strange Desolation Blue weapon

I was doing a quest in the Desolation in Nightfall and came across a blue bow lying on the ground. It didn't drop from anything, it was just lying there. It is Zehtuka's Shortbow, max damage, req 9, inscribable. I have found enough information on it to determine that it is kind of a quest item sort of thing, but it's usable. Is it valuable? Or would I be better off giving it to one of my heros? Thanks!

It is an item that spawns there somewhat rarely (took me 30min of zoning to get that), so someone would propably pay little bit to get it. It's usable yes.
No definite prize though so get what you can.
