Not to sure about the price, but i can answer the other question: you can't put on a shield handle, its not inscripable and thus not modable either

Inherent, single mod shields are only of any value if they are low q and unconditional high +hp with desired skin.

Any shields with only dmg modifiers will be very tough to sell, even for a few k.
