Sorry for the ignorant question, but if i were to buy 3 insigias and place them on severl different armor peices, would it decrease cast time or not really?

also, i was searching to see if someone posted this yet, and noticed a lot of people complaining about bloodstained boots not even working?

anyone mind giving me a breif run down?

read the insignia, and they work as intended, afaik.
