One of my favorite PvE builds is an R/Me that relies on stacking conditions on one target, then spreading them with Epidemic. Here's the build:

Wilderness Survival: 10+1
Expertise: 10+1
Marksmanship: 11+1+2
Equipment: Bow of choice with Poisonous bowstring. Armor with energy bonuses.

Apply Poison
Screaming Arrow
Burning Arrow {E}
Epidemic
Pin Down
Troll Unguent
Res Sig

Last slot varies, depending on who I'm going to be up against. I normally bring Distracting Shot, which is cheap on energy but still a very serviceable interrupt. You can max out a target's degen with the poison, bleeding, burning, then spread it to all foes adjacent to your target with Epidemic. If your target of choice likes to kite (i.e. Kournan Priests), lead off with Apply Poison, then Pin Down to keep him in one place. Works brilliantly on monks who use Spell Breaker. Only problem is foes without flesh, like djinns, sandstorm crags and the like. You can set them on fire, but the poison and bleeding have no effect. Sundering attack is a good option for that last slot against foes like this, along with a sundering bow.

Sundering is never good.
The difference between this concept and yours is that Epidemic is a small area of effect, and has a recharge.
This build can keep 11 degeneration on all foes constantly. The range is nearby instead of adjacent.
Energy is not a problem, as your main attack costs 5 energy, not counting expertise.
Curses also gives you access to many other skills that can be useful.

:EDIT: Before anyone says it, I know degen is capped at 10.

well. ive been looking at some fun degen builds lately and although i am a fan of burning arrow myself i think this looks really cool

couple questions: what is this intended for pve or pvp. i think i might be a little slow in pvp but that's just my opinion without testing it.
2: what equipment are you using for this build? please share.
and 3: what are your attributes / runes?

This would probably be more suited to PvP, since in PvE things die before degen matters. Monsters also don't freak out to see 10 little arrows.

As for attributes.. uhhm.
I guess you could run something like this.

10+1+1 Marksman
11+1 Wilderness
10+3 Expertise

13 Expertise is the breakpoint for 5 energy skills. Poison Arrow is 5 energy. Ulcerous Lungs is more than that, but it's a spell, and expertise won't help there anyways.
Bleeding is going to wear off first, at 13 seconds, so you would probably want a Barbed upgrade for your bow. Your damage is coming from degen, and your other skills are likely to be interrupts. This means that a recurve bow would probably be a good choice.
Favorable Winds would add some damage and keep your arrows from being strafed as much, as well as making your interrupts more accurate. I'd most likely add that skill as well.
If you're doing a 4v4 of 6v6 match, your dps will be about 80 or 120. Of course someone will remove your conditions, maybe even your hex, so your mileage will vary.
The great thing about this idea is that the degen is tacked back on with another Poison Arrow, which has no recharge. You can also use Called Shot to keep 7 degen through Aegis/wards/stances.

Also sundering attack supercedes (fortunately) any sundering mod on the bow (does anyone that actually reads this forum NOT know sundering mods are [email protected]?). If you wanna optional bow attack for that last slot, try [wiki]Needling Shot[/wiki] it works well with heavy degen builds as generally by the time you've unloaded all your degen attacks, you'll be into needle spam range. I love playing degen in pve, you ARE right it probably doesnt matter but, heh every other target generally gets burning arrow as they die quickly.

Additionally I personally prefer apply/crossfire/hunters or screaming for bleeding and poison. Due to 2 factors: 1 barbed arrows habit of getting interrupted and 2: lack of ability in the poson arrow/barbed arrows to bypass blocking, at least with crossfire you can typically get at least poison on there. You may consider R/mo with heket's rampage and the handy little BM spirit toxicity, even at lower bm levels it can get fairly nasty. the /mo is for mending touch when you get poisoned. Hekets is great when you just want to spread the joy while under apply.
edit: oh yeah a 3rd reason why I like apply/crossfire/hunters.... no elite slot taken yet.

Called Shot always gets past blocking. Hunter's Shot is conditional. Screaming shot has too long of a recharge.
