Finally, a needling shot build I am satisfied with!
I've been playing with Needling Shot for a while and have come up with various build around that skill. I finally found one that I am really happy with. I was running a build with Marksman's Wager supporting Needling Shot, but that really was overkill in the energy regain department.
By taking advantage of Prepared Shot and Kindle Arrows, you can ensure that you have the energy needed to keep spamming Needling Shot until the target is dead, and also increase the max damage per arrow by +18 (provided they don't have a fire tolerance). I use a Vampiric bow with this build as well.
I recommend using skills in this order for the most benefit:
Kindle / Needling / (Distracting Shot) / Keen Arrow / Prepared / Needling / Needling / Needling / etc.
I typically run around with support characters who use Order of the Vampire and "Go For The Eyes". This build synergies with both really well. If you have GFTE, be sure to use Keen Arrow for some impressive spike damage.
Take note: all the skills are 5 energy, and at 8 Expertise, they only cost 3 Energy. There should be no energy problems with this build.

Prepared Shot {E} - Marksmanship - Bow Attack: If this attack hits, you strike for +26 damage. If you are under the effects of a Preparation, you gain 10 Energy.
Needling Shot - Marksmanship - Bow Attack: Needling Shot strikes for only 21 damage and moves faster than normal. If Needling Shot strikes a foe below 50% Health, Needling Shot recharges instantly.
Keen Arrow - Marksmanship - Bow Attack: If this attack hits, you strike for +16 damage. If you land a critical hit, you deal an additional +37 damage.
Distracting Shot - Expertise - Bow Attack: If Distracting Shot hits, it interrupts target foe's action but deals only 9 damage. If the interrupted action was a skill, that skill is disabled for an additional 20 seconds.
Kindle Arrows - Wilderness Survival - Preparation: For 24 seconds, your arrows deal fire damage and hit for an additional 18 fire damage.
Natural Stride - Wilderness Survival - Stance: For 6 seconds, you run 33% faster and have a 50% chance to block incoming attacks. Natural Stride ends if you become Hexed or Enchanted.
Troll Unguent - Wilderness Survival - Skill: For 10 seconds, you gain +8 Health regeneration.
Resurrection Signet - Signet: Resurrect target party member. That party member is returned to life with 100% Health and 25% Energy. This Signet only recharges when you gain a morale boost.
