pertition to merge districts

there are not enough people. all districts should be merged except for favor of the god areas.

the sense of community is gone. we need more life. people are spread way way way to thin. the game feels dead.

europe is really bad... so many empty outposts and cities. only a few are populated. i cant imagine how bad it must be for the asian districts...
