And Xen, I actually did your example scenario, twice.
It auto-levels when you get to Churrhur Fields (spelled wrong, I know)
Now to run thru to Citidel to get my Virtuoso's.

Prophecies - do main quests (kill blah, blah blah... get this, that and the other thing... etc.) You an do it at lvl 1 (almost lvl 2) - get run to droks, you stay by portal and let the runner run.
A mesmer can do it easily enough, get someone to party with you and do your quest (kill ox). You run to Devona while your partner kills ox. You chat with partner until the ox is dead (Partner - Killed Ox, you can come back now). You get 0 xp for killing ox, but you get xp for reward.
You must be outside of the mini-map to not get xp for kills (as in you can't see anyone or anything that is in battle on your mini-map).
Nightfall - Yeah, you can't do it, the boatmaster says you (and says your name in the text) are not permitted to leave. So you can't get a run.
Factions - I think you can leave noob island at lvl 2.
I've seen lvl 2 and 3 at Fire Island (getting runs from guildies and only completing Thunderhead Keep.
