one of my friends told me i could swich to Europe servers but i dont have anyore chances so he said if i emailed anet the would do it for me but what do i put in the Email and would the Swich me back to US servers if i asked again?

Your friend told you a lie, once you have no more terrortory changes thats it.
In my opinion, it should get reset or add another 5 changes everytime you buy something from their shop.

They've only done that for people who got stuck in the wrong territory. I.e. you're from America and got stuck on the Euro servers.
I do believe that's the reason they lowered the number of switches to 4.
