No. Buy new armour.
Consider that although Warrior's Endurance isn't really, really bad, it doesn't actually do anything. You're just using it to spam furious axe and power attack, and you have energy left over.
What is the point of the first set of skills over the second set?

strength triggers on attack skills, the more u can spam, the more advantageous this becomes.
warriors endurance lets you spam skills, so you have a) the advantage of mass skill spamage in terms of dps, and then you have some AP to help that along aswell.
its abit like running 2 attunments on a ele, yes it doesnt really do anything, apart from let you machinegun out spells :P

Get new armor...
The added armor penetration from Strength isn't much, since attack skill damage already ignores armor.
Dolyak Signet is lose. With the new AI.

The first build is pretty good imo, for a high-strength, Warrior's Endurance build. I like Warrior's Endurance for strength builds since the only way to get the benefit from high strength is to spam skills like there is no tomorrow (since the bonus only triggers on skill use, a few bonus points each time builds up).
The second one is cyclone axe + dolyak = plx run from me, so it's not so good.
Very happy to see that your only monk skill is Rebirth.

lol honestly I was expecting total crap when I saw "wammo" and "cyclone axe".
The build isn't bad at all, and with Power attack's recent buff, I'm tempted to try somethin like this out. I would drop cyclone axe for Counterattack though. It does 3x more damage.

just switch the last few points into protection prayers for a abit better res "this a decent high strength build?" - was your question
The answer is - no. Well the first one anyway.
If you want to run the second one, there are a number of things you should change.
Your attack skills are fine
Take off Dolyak Sig (useless) and replace with Watch Yourself OR Enraging Charge (cancel stance for flail is nice but not NEEDED)
Take out Endure Pain (again crappy - just prolongs your death) and either take Lions Comfort or raise tactics and take Healing Sig.
I strongly advise you to do that. Hope this helps.
