Hey I have burning isle right now, If i wanted to switch halls (if you can) would all my upgrades come with? Ive spent almost 300k-400k on them already.

You can switch halls, just get another sigil and talk to the canthan ambassador, but if your upgrades come too is a good question.

I sort of doubt they do, but it would be nice.

I can verify that too, all upgrades are guild-specific, not hall-specific.
Any upgrade NPC's a guild has stay with that guild forever.

Will you also still have the upgrades if you dismantle the guild and then months later create a new one?

If you dismantle a guild, it ceases to exist. All the upgrade NPCs will of course be gone with the rest of the guild.
