This is a PvE build. Works best if you have a Minion Master around.

Use [skill]Protective Was Kaolai[/skill] and [skill]Life[/skill] and cast [skill]Dwayna's Sorrow[/skill] on minions (if any) before entering battle.
Use [skill]Mend Body And Soul[/skill] for condition removal, [skill]Soothing Memories[/skill] for cheap heals, and [skill]Spirit Light[/skill] for major heals.
Use LoD when 3 or more party members are below 80%. Renew Dwayna's sorrow on minions if you see them bunched up.
[skill]Protective Was Kaolai[/skill] can heal party for 90 HP every 20s if you need it to. [skill]Life[/skill] heals all allies (including minions) for 140 every 23s or so. [skill]Light Of Deliverance[/skill] will heal party for 65 HP (if below 80% HP) and [skill]Dwayna's Sorrow[/skill] will heal party for 41 HP every once in a while. Add all that up and you've got pretty phenomenal party healing.
Not to mention that you can heal single targets for large amounts and remove conditions. Energy hasn't been a problem as all spells are 5e except [skill]Protective Was Kaolai[/skill] and [skill]Life[/skill] which are 10e.
Notes: You could try this as a Mo/Rt but the restoration spells lose a decent bit of oomph when you go from 16 Resto to 12 Resto. You would get 85 HP heal party from LoD though. You could also try keeping only PwS and Life and taking the rest of your spells from Healing Prayers, but that would mean putting points into Divine Favor which begins to spread your attributes thin and you lose condition removal.
In terms of HP gained per point of energy spent, this is probably one of the most energy efficient builds (if not the most efficient).
