Sunspear Sanctuary Armor dealers

Okay, this is going to sound weird. But my NON Elonian characters can exit using command post and head to the left, and see several armor dealers, merchants, traders etc. BUT my Paragon (level 20) see's only a few. (one armor etc).

How come? Is there quest/mission he must do to be able to buy 15k armor etc?

Yeah, do the Building a Command Post quests.
