This seems like a simple idea, but I did search for it and nothing came up.
What if you could put permanent buffs on your skill bar instead of a regular skill? They'd take up a slot, so you'd only have 7 skills to work with, but in exchanger you get a permanent buff?
Think about it; you could have one that was +5 energy, or +50 health. But they could be other things, too, not just inscription copycats. One could be a permanent damage +5 modifier, or a +10 character running speed.
I think it would add another level of customization to the game. I exchange for not using a skill, you get a boost that can't be removed by enemies.

Its called runes, inscriptions and insignias. I would not want a permanent skill buff in my skills bar, rather as a rune, inscription or insignia.

This is exactly why "charms" as they were called in beta were not included in live game, since they made stacking mandatory. And once you filled your inventory with them you could get some really nice bonuses.
They were originally intended to be balanced through available inventory space (not unlike your proposal), but any permanent modifier is just begging to be abused.
As for +50 health or 10% speed boost, those are just absurdly overpowered.
