Weapon Req question

why is a certain level requirement on weapons/items if anyone is still able to reap the benefits of the item's enhancement, i.e. +30health?
not that im complaining, im just curious as to what the point is. is dmg reduced w/that particular weapon if ur not of the right req?
if so, what about shields? if it's a req9 tac shield and you only have, say, 5 in tac, u'll still get the +30 health mod off of it but what's the drawback of not having a high enuff req?

well the req in brackets is only for the attribute its next to. so req 9 healing prayers means it will if a wand need 9 in healing prayers to do the damage. if not itll do 1/4 of the damage.
with a offhand itll give 1/4 of the energy or the armor.
so if its a +12 energy itll only give 3, and if its 16 armor itll only give 4
with a offhand itll give 1/4 of the energy or the armor.

Shields that don't meet the req give AL +8, not AL +4.

I wish they would change it so that you can get Max damage without the req. but you can't critical.

what's the point of getting 5 more energy? using power attack one more time?
a damage mod will outdamage that single power attack anyway.
having a +5 energy wont resolve energy probrem.
