Halves recharge time of spells (20%)
Halves casting time of all spells (10%)
Energy +10 +4
Enchantments last 19% longer

First one, 25-30K.
Second one, 40K.

The first one is next to worthless. Maybe a couple of k for the skin.

The second is better, but the q is a little harsh. 20-30k for that, imo.
