Although I recently upgraded my account with both proph and factions CE, I was reflecting on the fact that it was an extreme pain in the arse. I had to track down these elusive games, and pay obscene ammounts of money for them. Wouldn't it be nice if we could buy the emotes and perhaps a .pdf file of the art book from the online store? NCSoft could set fixed prices, such as $70 for the emote package+a Pdf containing the artbook+a directsong key for new music, $20 for the CE emotes themselves (the artbook and extra music is a whole lot cooler than the emotes), to help those of us who were not aware of Guild Wars Collector's Edition when it came out? Perhaps they could add a "PvE Edition" of games, for $40, and that would simply negate the Battle Isles and certain NPCs in the Guild Hall?
In short:
CE Emotes available to purchase in the online store.
Pre-Order weapons available to purchase in the online store.
Direct-Song music available to purchase in the online store.
New version of a Campaign (PvE Only).
Perhaps entirely new emotes available for purchase?

I'd have to say a big no way to the CE emotes and preorder weapons. The CE/preorder stuff is intentionally available for a limited time; it's eventual rarity is part of what makes it special. To offer them after the fact would negate their very purpose. Gaile's general tone when commenting on matters relating to CE goodies leads me to believe Anet wouldn't screw us over like that anyway.
I could see them maybe making them available from the ingame store for a limited time while they're still in print and then removing after a few weeks. But making them available always or offering the past ones is out of the question.
I don't think they could do the Direct song thing since it's a seperate company.
The PvE edition sounds kinda pointless; myself being a pve only kinda guy.
As for the new emotes, it would probably just get annoying with people spamming them in town. The "look at me, I gave Anet $5 for no reason!" emote would ultimately not be as cool as it sounds at first.

i totally agree with Knightsaber, the preorder weapons are exactly what they are, PREORDER items if you didnt preorder then tough luck, adding the GOTY weapons was a decent upgrade. i myself missed out on the Prophecies CE simply because i didnt know it existed lol. and as much as id like to upgrade so i can have the glowing hands thingy, unfortunatly i cant see Anet doing it.

I would love to be able to upgrade my standard accounts of Proph and Fact to the CE. I bought both these campaigns before I realised the difference and I since bought the CE of Nightfall. I would happily pay the cash difference between standard and CE to upgrade my standard my account and I don't really care about the books and stuff like that. I know a lot of people in game who feel just the same I can understand that limited editon stuff made available all the time could cause problems (possibly legal as well as general goodwill), however the Collectors Edition was not advertised as limited and therefore shouldnt cause much of a problem
