Factions Monk Armor - Sandals 60

Is there a collector that will give me Monk Sandals that have 60 armor? I've looked all over and can't find one. I'm playing Factions. Also, is 60 the highest armor that Monks have? And I've heard ppl talk about 15k armor...what is so good about it? Thanks.

15k is just expensive armor with different looks. All "final" armor have same bonuses & armor, caster classes (mesmer/ele/monk/necro) have 60 as standard armor.
