If i make another character and leave it in Pre-Ascalon can i swap items such as dye between the two???

You only get access to account storage after you leave pre-sear.

yes, you'll need to pay the 50 gold to activate it for that character however. The storage is 'account based' meaning that same storage is what every character on your acct uses. If you have 20 characters on an account what this means is the storage PER CHARACTER is lower for each extra character you have, but this is compensated for since each character can hold a bunch of stuff too.
