I'd say salvage the staff wrapping if it's +29 or +30, otherwise the inscription, but a better way is to compare the prices on the price check list. As far as I remember, staff grips of fortitude are on the price check list (if they are good enough not to be worthless), and so is a 15% while enchanted inscription.

If the wrap is +30, take it. Otherwise go with the inscription.
