Can a PvP character use skills from any campaign? or only from the campaign you choose and the core skills?

PvP Toons can access any skill unlocked on your account, regardless of campaign. You can only unlock certain skills, however, by having the appropriate expansions

Campaign choice for pvp chars is only for their appearance. You can use skills from any campaign you own.
