Arcane Echo and Enervating Charge

Looking for the skills in the topic. Have searched this forum and the internet extensively. Most have said Enervating Charge is in Post-Searing Ascalon City but I have done all the skill quests and bought everything out at the trainer and still no luck. The other skill I need is Elemental Attunement and I know where to get it (Perdition Rock) but I have no idea how to get to those volcanic islands. Any advice on how to get there? Thanks.

EDIT: Found Enervating Charge, was in the Courthouse. Still looking for Arcane Echo and how to get to those darn volcanic islands!

Arcane Echo is in beetletun and trained there by the skills guy

You get to Perdition Rock after you finish the Thunderhead Keep mission.
