PvE go where PvP only can?

OK, sorry for all of these questions, but...

Can you take a PvE player and have him go places where a PvP only character can? As in, take my PvE and go to the Isle of the nameless? Or some other places?

yup, but im pretty sure only lvl 20s can enter the battles.
