Reduce blind duration by 20%

wondering if i should just take out the +30 hp shield handle and the rest is useless.

Ornate Buckler of Devotion
Armor 16 (req 12 tactics)
Health +44 (while enchanted)
Armor +10 (vs Piercing dmg)
