PC on a gold Adamantine Falchion, not sure...

I found this from a buried treasure yesterday, the problem is that it's not inscriptable or *quite* max damage though :

Poisonous Adamantine Falchion of Swordsmanship
15-21 (req.11)
Lengthens poison duration on foes by 33%
Swordsmanship +1 (19% chance while using skills)

As I understand from wiki they're pretty rare regardless ([wiki]Adamantine Falchion[/wiki]) but because of the stats of this one I'm not sure. What do you think?
