Simple enough suggestion:
At least in PvE (maybe PvP too if people aren't calling targets), wouldn't it be possible to give some indication of what is being done TO a target... rather than just BY a target?
I'm not talking about major details.... just things like highlighting in a different colour nearby allies who are also targeting the same enemy (especially when my allies are all heroes and henchies and thus cannot call targets)... and perhaps an indicator of skills which are being directly targetted on that enemy.... If I knew immediatelywhat my allies were using on a particular enemy I could make far better use of it (and simply watching for familiar spell effects is far too difficult in the middle of a frantic battle)...
e.g. If I see someone casting Mark of Rodgort on an enemy, I know that whipping out my fire weapon and hitting them will set them burning.... or if a necro uses Virulence on an enemy, I could then cast Epidemic on that enemy to spread it around. Simply seeing a hex and condition mark on them wouldn't do the job....

I like the idea but if you are doing serious PvE like a Challenge/Elite Mission just do it with real players and they can ctrl-click their skills.

This is a player issue, not game problem.
Depending on the team you're running, you'll have teammates call vital skills. Ask your teammates to call skills they use.
That's not uncommon in many situations, or it's even vital for cartain builds. Most of the time it's redundant though, especially in typical holy trinity build, where there is no interdependancy.
In pvp, you call out on voicechat and support with in-game targetting.
But this is a player issue - if you're not getting the information, teammates aren't calling skills. There will always be just a small number of skills that need to be called out anyway.
Having all skills displayed wouldn't help, since you mention information overload already.
