Why not to let all players, not only PvP to create PvP items?
In the same way PvE skills are 'locked' while in PvP areas, the Item creator button would appear.
You create them, use them in PvP, and when you leave PvP areas, they just disappear form the inventory, leaving no trace.
You'll be able to save the Item templates, so you'll be able to make the same set easily for you and your heroes.
Players would have to unequip the PvE stuff (the system would say you can't create PvP stuff while equiped with PvE) so no problems about PvE items deleted and replaced by PvP stuff.
PvP item creation for PvE characters could be a 'granted right' each PvE character would need to pay some Balthazar faction for it.
