Summary: This is a build I put together one night while drunk and urprising it has had some worthwhile success in RA by interupting and blinding enemies.
The interupt skills are self explanatory as are the blinding skills.
The reason I like to have power return in the mix is simply that it has a fast recharge and is much fast than an arrow.
I tried to switch it out for another skill but it was really the most viable due to energy restrictions and recharge on most other Mesmer skills.

i am far from being even a noob in regards of PVP ranger... but why use ineptitude? on a ranger primary that is.... because i love that mesmer elite...

Why 16 expertise, it doesn't look you'' benefit from more then 13~14 expertise?

I really think you should go back to the drawing board on your build. There's really no need to use a mesmer interupt when you have Ranger interupts available and investing in Illusion for the sole purpose of using a mesmer elite really isn't a good idea. Personally, I think a full mesmer could do the job of this build much better.
