saw lvl 1 whit obsidian isnt that difficult :P If you are a Prophecies character, then you have to do Sanctum Cay, all the desert missions + ascending (which gives you 50k xp) in order to be able to get into FoW.
If you are a Factions character, you have to work all the way up to Senji's Corner, which is impossible without getting levels.
If you are a Nightfall character, your second quest will be to get up to lvl5 in order to get the 3rd or dunno what quest. Which makes it obvious that you can't get it on lvl1.

And again: when you get into fow, you have to finish 4 or 5 quests, don't know the correct number, sorry, in order to get access to the armor crafting. Those quests give you 5-10k xp.

Those quests have 10k exp rewards.

I went into fow on lvl7 and came out lvl11.

Those quests have 10k exp rewards. Two 10k exp quests for the forgemaster that you have to take if you want armor. You dont have to take other quests if you're with other people.

Also, it was possible to get a level 1 anywhere in the game using a glitch about a year ago, or more. So it is possible that someone got glitch-mapped to nahpui, got the 1k standard reward, got glitch-mapped to ToA and ran to the forge at level 1. after all said and done though, that player would have at least 21k exp and be level 7... a lower level with Obsi armor is not possible in the game.
