PC req 8 15/-1 en Dwarven Axe!

Lately I've been wondering what the stuff i have in invent and storage is worth, but like the rest i've gotten pc'd lately, this isnt for sale.

req 8 (max dmg of course)
+15% always/-1 en regen
10/10 furious
+30 hp

Also, I know there isnt an inscription for 15/-1, but does this mod still drop in other areas? I havent seen many lately, and this axe might be an old drop, idk.
