Wing Three Blade = No show

Does anyone know the secret to making him spawn? I just brought my Elonian Warrior over to Cantha to cap Triple Chop. I read in another forum someone said he won't appear if you are friendly to the Am Fah, but it seemed that was in dispute. I certainly don't think I am friendly, as Am Fah baddies drop out of nowhere and attack me regularly. I have completed "Welcome to Cantha" and "Missing Daughter" and that's it. I have the following quests in my Kaineng quest log:

Chasing Zenmai
Passing the Buck
Drunken Master
Xunlai Agent

I think he doesn't appear during Chasing Zenmai, I may be wrong though...

You are correct.

Okay, go to the MarketPlace. His spawn is up north. Take the bridge across (A landmark before the bridge is a statue of Grenth). So cross that bridge, then go left. Above you to the building on the right, you'll see a whole bunch of dudes, eventually you'll the Wing, Three Blade. Keep following the road down to a ramp going up. You'll have to fight some guys but depending on your group, they shouldn't be much of a problem. Then after that there's a mob grouped the Wing, Three Blade. It's best to take them out first so then you can concentrate all fire power on the boss after.
Then after killing Wing, Three Blade, you'll hopefully get a green Wing Axe.

It was the "Chasing Zen Mai" quest that was preventing his spawn. I finished the quest and capped the skill. Thanks everyone for the help!!
