For a female nec, pretty much all 15k armors look very nice on them, especially 15k necrotic, it looks awesome. But...for male necs, there's alota crap out there =/
imo, female necs look tons better than males - I can't get over how bad the hunchback looks -_- I wear 15k Lux leggings/boots on my male nec, just to make him look slightly bigger, since they look really bony. I wear 15k Kurz chest, cause I love the design.....that's why I set it as my avatar =p

I agree, I had a hardtime finding boots for my female necro that did not look big and clumsy.
Before NF I had to go for FoW, but the Vabbian boots are also sleek and better looking than the FoW in my opinion (never liked spikes).
As for "heels".....yummmy!

IMO, Ritualists are more shaman then necros. (since shamans deal in rituals(with spirits))
I think that archetypes like Liches or Vampires suit the necro alot better.

I think male necromancers look all right with any armour as long as you go for a punk look when making your character and give the a purple mohawk or something. Bone lace looks quite punkish along with pretty much any other armour but thats just my opinion. I think regular male necromancers do look a bit stupid. Female necromancers though generally look good in everything. It would be awesome if they came out with a more lich or vampire looking armour though, maybe even zombie armour.
