PC/advice needed on odd axe

I got this axe from a cantha chest:

Poisonous War Axe of Fortitude
6-27 req 10
Damage +15%
Health regen -1
+33% poison duration
+30HP

It is non-max so I guess I just need to get the +30HP of and sell that, but can somebody confirm this because of the odd +15%/-1 mod: I have never seen this one before and there is no inscription matching it.

it's not that rare... best thing to do would be salvage the 30hp...
