How would i get my hammer skill to 16 in PvP

OK i have seen a couple builds here and there that say requried 16 hammmer or 16 axe so could you explain to me how you would get your skill that high and the runes involved in the process!

Helm that provides +1 Hammer Mastery
Superior Rune of Hammer mastery = +3 Hammer Mastery

Equals 16
