I'm not sure mods actually wanted this post in the bugs forum, since it's not about bugs but rather the forum itself.
In nearly every topic there will be a large number of people agreeing how the game is actually behaving, but in every topic there is always a discussion/debate as to whether or not this behavior is truly a "bug" or "feature" or an error in "description" or "mechanics", even in a few cases where I can't see how anyone could disagree. This is an issue since becoming "confirmed" and moved to outstanding issues seems to relate to it actually being a "bug" and not a "feature", which ultimately rests on the opinions of the moderators. I'm not urging for a vote/democracy here or something, I just find the amount of subjectivity in this process alarming.
My guess is the intent is to make a comprehensive bug list for Anet to easily check over and add any missing issues to their known issues list. If that's the case, maybe it would be better to move just about all 'quirky' or 'non-intuitive' behaviors that are well-documented to the bugs forum, and let Anet decide themselves what is an issue and what is a feature? It would be better to err on the side of generosity to make sure Anet is aware of as many "bugs" as possible, since they can just ignore quirks that were intentional.
OTOH I understand the need to keep out "design complaint" issues like if someone called the ease of leeching in aspenwood a "bug", and there will still be borderline cases, but hopefully fewer of them.

Well, I think an important point is that we are not "official", this forum is for the community as much as for ArenaNet. We can't choose if ArenaNet will even look at the forum. ArenaNet has no control over this board as we are an independent fansite. So everything that happens on this site is subjective to the GuildWarsGuru staff's opinion.
It's still a work in progress though, we welcome feedback and ideas on the forum. We are trying to make sure that every bug in Outstanding has been personally verified by a member of staff. Which may be why some "obvious" bugs haven't been moved over or there's just not the documentation on it yet. We certainly hope it will be a useful feature and tool for the community and ArenaNet.

I will say, there are so many gray areas its rediculus. An excellent example is Hero/Hench AI. How much of it is actually a bug, and not just programming error/overlooks? Zenmai not moving while in a certain area was a bug. How about heroes using BL only to remove hexes?
We are trying to narrow the list of "bugs" down to things that are easily defined as a bug, so you can be certain that things will be left out. Maybe in the future, we will start allowing more vague bugs/inconsistencies in, but for now, no.

Omega, I seriously don't remember a suggestion for a Bug forum. It could have been any number of reasons. Faer was actually the moderator who spear-headed this and made it a reality so credit goes to him and several other mods. I just gave the okay and set the forum up. Faer gave a detailed proposal with how each section should be set up, structure, layout, rules, and more that he felt would benefit the community.
Forums are not something I like to casually add so the staff and community have to give me strong arguements with detailed explanations, layouts, and more in order for them to be considered.

At that time, I didn't see enough of a structure or details. Faer's proposal was defined and a complete layout with how it would work is what convinced me. Not to mention that I needed willing mods that felt they could maintain and update such a section.
