PC On Chaos Axe, and general question

I found a purple chaos axe, with bad mods and high requirement. It is req. 12, and +13% damage vs hexed foes. Is this axe worth anything?

Also, in general, are rare skins with bad mods worth anything? How good does it have to be to be worth something?

and most of the time rare skins with bad mods are worthless ; with the exception of Crystallines and some Dwarven Axes

Good for hero weapon if you like the skins, otherwise I agree with the above post. My Koss hero has a clean max Chaos axe.
