If a spell is something along the lines of "heal target ally etc.", can I select myself to be the target ally?

Yes. Skills that specify "target ally" can be used on yourself. Skills that specify "target other ally" cannot be used on yourself, and only on other party members.

Target ally can select you, but not target other ally (e.g. [wiki]Heal Other[/wiki]).
