I'm completely new to paragon. Should I go monk for starters?

The only thing I could see using monk skills for is a resurect, but then no, because Signet of Return is so good.
Warrior is sometimes good, if you want to go tactics instead of command you can use "Watch Yourself!" and "Shield's Up!" Other than that, pure-paragon works so well, that I find myself not using a secondary ever.

No to monk early on. Later you may find situations where Holy Veil[skill=card]Holy Veil[/skill] or Mending Touch[skill=card]Mending Touch[/skill] are useful but that will be situational, not something you have set up normally.
Like Katari, I also run a full paragon bar except for situations that demand something that the paragon skills don't do well, like hex removal. But that's with access to almost the full set of paragon skills and the ability to change secondary profession at will. Early on, assuming you haven't unlocked better skills, warrior makes an excellent choice for a secondary profession as you have access to Watch Yourself![skill=card]"Watch Yourself!"[/skill] for energy management. I wouldn't invest heavily in tactics though, just put the left over attribute points there.
Having played the early game with warrior secondary I'll recommend doing some PvP to unlock Go for the Eyes![skill=card]"Go for the Eyes!"[/skill] and use that for energy management instead.

I went P/Me because of Inspired/Revealed Hex (Prophecies/Factions). Hexbreaker Aura + inspired hex = 2 hexes removed + energy gain (from both the shout & IH).
You could go with P/N and have plague Touch/Sending (to remove conditions from yourself and send it to others). Good for the elite that removes all conditions from party and gives you deep wounds, or burning.
Best synergy is either: Warrior, Monk (if you have prophecies), Necro (prophecies), or Ranger.

paragons are pretty much on par with warriors in hex removal...aside from [card]hexbreaker aria[/card] which usually finds its way to pvp paragon builds..(gvg,ha)
and yes to what was stated above...I find my paragon taking skills from the ranger the most...as well as war. i dont really see the need for a monk secondary...unless you have a specialized build.

The best synergy is definitely Warrior, for the use of the super-spammable Watch Yourself. That skill, in and of itself, can give a Paragon almost limitless energy.

I never thought that much about it when I did it. When I created my Paragon I went P/Me. It was useful to use signets due to paragon's low energy regen, as well as mesmer stances and hexbraker.
Shortly after I got off the training island I went P/E...I like using Conjure Lightning with a shocking spear, and using Steam with Blazing Spear or Anthem of Flame.
I keep meaning to try P/W sometimes but I find P/E to be a lot of fun.

I use P/W for Shields up and watch yourself. In pvp "You are all alone" is awesome. P/W seems like most useful combo.
Also useful, due to lack of good paragon elites(aside from Focused Anger which isn't always useful, depends on build) is P/Me with Expel Hexes(very useful when facing mobs with Vocal Minority) Hex Breaker and in PvP Mirror of Disenchantment combined with GTFE for energy is great Aegis counter.
P/E with conjure and aggressive refrain is good DPS. I use conjure frost with steam, anthem of flame and swift javelin in AB.
I dislike P/Mo, I find it redundant. P/Rt offers nice weapon choices like Warmonger weapon or Splinter Weapon.
