Lock-down Mesmer Build?

My friend was discussing with me perhaps making a "lock-down" mesmer to shut-down casters. He started naming of skills that I should use, but I didn't really pay too much attention. He named two Echo skills, Power Leak or something like that and some others that I can't remember. Anyone know of a build like this that is effective at literally just sapping the energy of a caster and preventing them from using skills? If so, would you mind posting it? Thanks!

Echo is not much used because Glyph of Renewal (Ele non-attribute) is generally better. If you're going to a a pure shutdown build without Migraine, then I'd probably take Mantra of Recovery so you can get twice the mileage from your non-elite hexes like Diversion, Shame/Guilt, etc. Interrupts like Power Leak and Power Drain are great with MoRecov as well.

Usage:
Keep mantra up
Use ether phantom. As soon as ether phantom is recharged (5 secs), hit drain delusions then cast ether phantom again. repeat till the foe has 0 energy. Use ether feast when charged. You wouldn't think -3 energy is much, but between the 3 skills, enemy will never get above 3 or 4 energy (not even to cast a wimpy orison of healing). Power return is for eles. Works wonders. Their spells cost a lot, so giving them back 5 is a net loss, and raping attunement refund of energy as well.

Works great in pvp, used to use it in pve when shutdown used to mean something.

I like cry of frustration*, web of disruption, drain delusions, and powerdrain while using Mantra of recovery. Purely because the first three will interupt skills as well. In combination with GolE u should have no problems with energy. One free skill and one res slot left. U could put diversion in or another so u can spam that on another target.

The method described above of draining works too, but its tedious and some people are real good at hiding energy and gole is a breaker in that game. It acts like hidden energy: swap, gole, swap, cast two spells of 15 or less. Interuption is something that is dificult to stop, othere then using glyph of concentration and the two mantra's

if you want to actually "shutdown" your opponent...try this Me/E build.

glyph of renewal (ele elite), arcane larceny, arcane thivery, diversion, guilt, shame, optional, optional...16 domination, 11 fast cast, 10 inspiration.

cast diversion, glyph, arcane larceny, arcane thievery, arcane larceny. cast guilt and shame on them too.optional, i would use power drain or energy trap. for the second optional use either res signet for arenas, GvG and HA or ether feast for AB.

NOTE: arcane larceny and arcane thievery are the same skill. using thievery/larceny all three times (with glyph) does not guarantee 3 skills will be disabled, it chooses randomly so you might disable the same skill twice.
