Two Skill related Questions

I heard some people talking over the board about moving their spell listings (the list in the top left corner that tells you what spells are effecting you)closer to their hp bar, how do i do this?
On another note, when you unlock skills from the priests of balthazar, you can get the unlocked skil at any skill trainer, is this the same for elites (i.e.,if i killed a boss, would the unlocked elite appear in the screen?

to move your interface around go to options and i think the last tab is interface. from there you can click and drag everything.

and no. the only way to get an elite skill on a PvE character is by using a signet of capture on a boss.
