Certain weapons have fire damage or cold damage or other types of damage. And there are upgrades to change what kind of damage a weapon does. My question is this. Say I have a scythe that is earth damage 9-41. If I use this scythe again earth monsters, is it less effective? What is the point of certain types of damage on weapons?

On a dervish? An earth weapon helps with ebon dust aura (causes blindness). Check guild wars wiki for monster elemental weaknesses, it's not always what you'd expect.
Elemental weapons are also used for elementalist conjure spells (not applicable to earth weapons), certain skills like spinal shivers and ebon dust aura mentioned above, and dealing extra damage to warriors in pvp.

Yes. But my main question is...if I use the scythe on an earth monster, will it do less dmg? Or will my scythe do the same dmg no matter what type of damage it is? I just simple want to know if the scythe will still do same dmg to earth monsters as to anything else, if not..I want to get a better scythe that will do good dmg.

Certain types of monsters have increased armor vs. certain types of damage, that is correct. Ice Imps for example are resistant vs. cold damage. Some creatures also have weaknesses to special damage types, like Ice Golems being weak to fire damage.
Also, the usual profession modifications apply, like ranger mobs usually having higher armor vs. all types of elemental damage and warriors having higher armor vs. physical damage (just like with player characters).
